There is a lot of evidence that high dosage tutoring works to improve learning outcomes for all students. But what do these programs actually look like in practice?
This interactive dashboard makes transparent data from the Personalized Learning Initiative and provides insight on study and tutoring enrollment, participation and dosage. In addition, program profiles provide snapshots of 25 different program models across districts, states and charter networks along with the true costs of each program. Our hope is that this information can help inform decision-making on the ground for program design and implementation.
Note: Analysis outputs on this dashboard may differ slightly from analysis outputs in our other PLI reports due to minor differences in sample and/or analysis techniques.

Descriptions and Costs of 25 High-Dosage Tutoring Models as Implemented in 2023–2024 School Year
The PLI implemented and is studying 25 tutoring programs in the eight school systems below. Programs were defined primarily by their:
- Geographic location
- Delivery mode: virtual or in-person
- Subject: math or English language arts (ELA)
- School level: elementary school, middle school, or high school
Click on each geographic location below to view a series of two-page infographics for each program. Each one presents information about program design compared with actual implementation, program features (amount of tutoring, staffing, and format), and a standardized, 30-week cost estimate. The sections below the infographics summarize insights on implementation patterns observed across the models.
The Impact of Virtual High Dosage Tutoring in New Mexico
Since 2022, the New Mexico Public Education Department has been working with Saga Education and the Personalized Learning Initiative to stand up virtually delivered high dosage tutoring for middle school math across the state and study its impacts on student learning. This brief summarizes the findings for school year 2023-24 and 2024-25.

Our MDRC partners published a brief that offers insights from a survey of tutors’ experiences participating in the Personalized Learning Initiative during the 2023-2024 school year. Personalized Learning Initiative Interim Report: Findings from 2023-24
The latest report by the PLI research team shows positive impacts from many types of tutoring–both more and less expensive tutoring models–across the country. These interim findings ought to encourage the field to stay the course in implementing high dosage tutoring, while improving dosage to yield greater learning gains for students.
Scaling High Dosage Tutoring in Miami-Dade
In the 2023–2024 school year, the Education Lab launched a partnership with Miami-Dade County Public Schools to deliver in-school, intensive math tutoring. This brief highlights preliminary findings from the first year of implementation.
